Emergent Risks are those that have not yet occurred but are at an early stage of becoming known and/or coming into being and expected to grow greatly in significance.

The report describes a matrix that provides a framework for approaching emergent risk identification and was developed as a technique to aid this. It consists of a topic list that defines the broad areas in which risks can occur and a list of consequences and impacts if the risks do occur. The advantage of this approach is that it provides a structured way of identifying risks using two different but complementary approaches.
