No programme of Government is risk free. Managing uncertainty and risk is a key feature of most civil servants´ jobs. Assessments about whether the policy or programme will work, what might prevent it from reaching the people it is directed at, and whether skills and resources are being allocated to the right place at the right time are all risks requiring careful thought, judgement and management. However, in our reports we often find that risks are not foreseen or, even if they have been identified, are not then managed to ensure that delivery of services to citizens is upheld and value for money to the taxpayer is secured.
